That platform focus is genuinely valuable: teams that live inside TikTok's creative culture consistently out-perform generalists on content. As with any influencer-led agency, the question for a TikTok Shop brief is what happens after the video: affiliate programme management, shop trading, LIVE and fulfilment-adjacent operations are different disciplines from campaign delivery.
Best for: enterprise influencer programmes at international scale.
Goat is one of the largest influencer marketing agencies in the world, now part of WPP, and runs social-first campaigns for enterprise brands across markets. For global brands that need governance, scale and procurement-friendly process, that weight matters. For a UK TikTok Shop launch measured on GMV, the trade-off is the same as elsewhere on this list: enterprise campaign machinery versus specialist commerce operations. Some brands sensibly use both.
This is a shortlist, not a census. The first thing to establish is how many of those jobs an agency actually performs with its own team, and how many it re-badges. An influencer agency that "also does TikTok Shop" typically means campaign delivery plus a commission link. A commerce specialist means somebody owns the price file, the bundle calendar, the listing copy and the weekly trading rhythm. Neither is wrong, but they are different purchases: one buys you content about your products, the other buys you a managed revenue channel. Every agency has a results slide. The test is whether the numbers are GMV-denominated, dated and attached to brands you can contact. Views, engagement rates and follower growth are inputs; the outcome is revenue, and an agency that trades seriously will talk in single-LIVE figures, monthly GMV, affiliate revenue growth and AOV movement. LIVE is where TikTok Shop's biggest days happen, and it is a production discipline. Broadcasting 40 to 80 hours a month needs dedicated studios, sets that rotate weekly, lighting and camera infrastructure, and moderators and strategists in the room. That is a capital commitment most agencies have not made, and it is also the easiest claim on this page to verify: ask to visit. An agency with real studios will show you a working broadcast floor; an agency without one will show you a meeting room with a ring light.
